The subject of the research was the development of an alternative decision-making system with mathematical-statistical methods, which directly supports the financial assessment of local government's businesses.

The results of the analysis are the following:

  • developing new indicators for measuring the efficiency of local governments, which, as proven statistically, have an impact on the ability to perform. The general interdependencies are defined on country level, whereas the coefficients of factors are determined on county level,
  • the forecast of the efficiency indicators, making use of additional regional data that contribute to producing even more accurate and more robust results,
  • the assessment of the effectiveness of the forecast, and according to this the fine-tuning of the modelling method,
  • the research results appear in two forms:

    • on one hand, they are available in the form of a software application that includes the results of the modelling helping to apply them in the daily use (benchmarking, etc.). The proposed format of this evaluative database is MsExcel (.xls, or .xlsx), in case of need programmed with macros.
    • on the other hand, they are presented in a written form, which contains the verbal assessment of the main characteristics of the results, as well as the methodological description of the analysis, its main features and its calibration in order to reproduce them later and learn the background calculations of the software.
